In Dec 2002 Counterclaim was invited by the National Center for State Courts to give a presentation on Open Source Systems and Electronic Filing at the E-Courts 2002 conference in Las Vegas. Mr. James Beard of Counterclaim and Mr. James Mc Millan of NCSC gave a joint presentation where they spoke of the benefits of Open Source technology in the arena of electronic filing.

The problem facing the immediate adoption of Electronic Filing for many courts is the same. There are thousands of courts across the country with heterogeneous Case Management systems. For Electronic Filing to be adopted throughout the courts the community has recognized the need for a standardized Electronic Filing Manager (EFM). The Solution? Open Source technology. Our EFM, OpenEFM, is designed to save courts time and money. It is easily adaptable to the wide array of current Case Management Systems already in use. The open EFM uses LegalXML and allows the courts to accept filings and the court personnel to manage them. The Open Source technology saves courts time and money, and adds a level of security that proprietary systems cannot offer.
